What's required and where it came from.

Florida’s building safety inspection law was overhauled after the 2021 Surfside collapse. The state passed SB 4-D in May 2022, creating the statewide Milestone Inspection program now codified at Florida Statute 553.899. Broward County’s longstanding 40-year recertification — administered through the county Building Safety Inspection Program (BSIP) — was updated to align with the new framework. Miami-Dade kept its own 40-year recertification program in addition. We help associations and building owners get through all three.

If no, none of these programs applies. Single-family, duplex, and most townhome buildings fall outside the scope.

Our process

How we run an inspection, end to end.

The full lifecycle — from the first scoping call through final close-out with your AHJ. Most projects only need steps one through three; steps four and five only trigger if Phase 1 surfaces deterioration.

Document review & scope

We review original permit drawings, prior recertification or inspection reports, and any known repair history. Scope and fee are set in writing before we mobilize.

Phase 1 visual inspection

A licensed engineer walks the building's structural elements — foundation, vertical and horizontal load-bearing components, exterior envelope — documenting conditions in photographs and field notes.

Sealed engineering report

The Phase 1 findings are compiled into a sealed engineering report and submitted directly to your building department. You receive a copy and a plain-English summary.

Phase 2 testing — only if required

If Phase 1 identifies substantial structural deterioration, we proceed to Phase 2 — targeted concrete testing, chloride sampling, structural analysis, or destructive testing as warranted.

Repair design & close-out

If repairs are required, we coordinate concrete restoration design, construction observation during repair, and the final close-out documentation the building department needs to recertify.

Companion requirement

What about the Structural Integrity Reserve Study (SIRS)?

SIRS is the companion requirement to Milestone Inspection, not the same thing. Every Florida condominium or cooperative association with a building three stories or taller must complete a SIRS evaluating nine specific structural components — roof, load-bearing walls, floor, foundation, fireproofing, plumbing, electrical, waterproofing and exterior painting, and windows and exterior doors.

We coordinate SIRS scope alongside the Milestone Inspection wherever it makes sense, so associations aren’t paying twice for overlapping field work — one site visit, two coordinated deliverables.

Timelines & compliance

What happens if you miss the deadline.

Notice from the building department starts the clock. In Broward, owners and associations typically have 90 days to submit the Phase 1 inspection (varies by municipality). If Phase 1 identifies substantial structural deterioration, Phase 2 testing is required. Repair design and remediation must then be completed within a timeline negotiated with the AHJ.

Non-compliance can result in code-enforcement fines, building department violations, and — for condominium associations — potential personal liability for board directors who fail to act on known findings. This is not a deadline to drift past.

Pricing depends on building size, age, complexity, number of stories, and whether Phase 2 testing is required. We don’t publish flat-rate pricing because every building is different and sealed engineering quotes shouldn’t come from a calculator. Answers to what associations actually ask us.

  • Is the 40-year recertification still required in Broward?

    Yes — and the requirement is broader now than it used to be. Broward County's Building Safety Inspection Program (BSIP) still requires recertification for every building three stories or taller in the county. For condominiums and cooperatives specifically, the state's Milestone Inspection under SB 4-D / FS 553.899 also applies, in addition to BSIP. Both must be completed; one does not replace the other.

  • What's the difference between Milestone Inspection and 40-year recertification?

    They overlap but cover different things. The state Milestone Inspection applies only to condo and co-op associations with buildings three stories or taller and is triggered at 30 years from the Certificate of Occupancy (25 years in some coastal areas). Broward's 40-year recertification under BSIP applies to every building three stories or taller in the county — not just condos — and includes additional electrical, parking-lot illumination, and guardrail inspections. For a Broward condo, both apply.

  • What's the difference between Phase 1 and Phase 2?

    Phase 1 is a visual inspection by a licensed engineer or architect, looking for signs of substantial structural deterioration. If Phase 1 finds none, the building is cleared until the next reinspection cycle. Phase 2 is only triggered when Phase 1 identifies deterioration — it involves more detailed investigation, often including concrete testing, chloride sampling, or structural analysis to determine the scope of required repairs.

  • Does this apply to my single-family home?

    No. The statewide Milestone Inspection program applies only to condominium and cooperative associations with buildings three stories or taller. Broward's BSIP applies to buildings three stories or taller of any type. Single-family homes, duplexes, and most townhomes fall outside the scope of both programs.

  • Who pays for the inspection — owner or association?

    For condo and co-op buildings, the inspection cost is an association expense funded through the operating budget or, if required, a special assessment. For non-condo buildings under Broward BSIP, the building owner is responsible. Either way, the cost should be planned for — building departments will not waive the requirement based on financial difficulty.

  • What does SIRS cover and when is it due?

    The Structural Integrity Reserve Study is a separate requirement that runs alongside Milestone Inspection. It must evaluate nine specific structural components in detail: roof, load-bearing walls, floor, foundation, fireproofing, plumbing, electrical, waterproofing/exterior painting, and windows/exterior doors. SIRS deadlines have evolved through legislative updates — most associations should have completed an initial SIRS by the end of 2024, with updates every 10 years thereafter.   • How long does the whole process take?

    For Phase 1 alone on a typical small-to-mid-sized condo, count on roughly 4 to 8 weeks from engagement to the sealed report being submitted to the AHJ. Phase 2 timelines depend entirely on what Phase 1 identifies — additional testing, structural analysis, and repair design can add anywhere from 1 to 6 months. Larger buildings and buildings with extensive deterioration take proportionally longer.

  • What happens if my building fails Phase 1?

    Failing Phase 1 simply means Phase 2 is triggered — it's not the same as failing the recertification. Phase 2 confirms the scope and severity of any deterioration found, typically through targeted testing and analysis. Once Phase 2 is complete, the engineer issues findings that may require repair design and remediation.
